Service-Disabled Veteran-Owned Small Business (SDVOSB)

Executive Order 13360: provides that the President must establish a goal of not less than 3 percent for participation by service-disabled veteran businesses in Federal contracting, and section 36 of that Act (15 U.S.C. 657f), which gives agency contracting officers the authority to reserve certain procurements for service-disabled veteran businesses.

Under the Service-Disabled Veteran-Owned Small Business (SDVOSB) vehicle, Contracting Officers can issue sole source solicitations to qualified Service-Disabled Veteran-Owned Small Businesses.

• Many sole source solicitations can be completed within 30 days or less.
• Maximum award including options is $3 million for services. (13 C.F.R. 125.20 and FAR 19.14)

SUBCONTRACTING

Prime contractors must address their subcontracting efforts in their Small Business Subcontracting Plan.

• For fixed-price contracts, simply award a subcontract and report the subcontract amount against your subcontracting goals,
• For other procurements, report the final contract amounts as applicable.
